126 <br />127 Chair Ficek indicated he did not have a chance to review around all of the schools <br />128 but one was highlighted along the eastside of Lexington and another one is on the <br />129 eastside of Hamline to Roselawn. He thought this would be a priority for kids to <br />130 get to their schools. <br />131 <br />132 Mr. Freihammer reviewed a few areas around the schools where pathways will be <br />133 added. <br />134 <br />135 Chair Ficek thanked Mr. Freihammer for the presentation. <br />136 <br />137 7. Water and Sewer Service Lateral Discussion <br />138 Public Works Director Jesse Freihammer presented information regarding the <br />139 Water and Sewer Service Laterals. He noted staff discussed ownership, issues with <br />140 maintenance, types of maintenance/replacement options, and how the City helps <br />141 residents with these issues. <br />142 <br />143 Chair Ficek indicated there is a benefit to the homeowner in getting the inspection <br />144 done. He wondered if there is a general benefit to the City as well in reducing the <br />145 INI. <br />146 <br />147 Mr. Freihammer explained every bit of INI that goes in is paid for on the overall <br />148 sewer bill to the City. The MET Council monitors the flow out of the City and <br />149 every drop of water that goes in the City pays for. <br />150 <br />151 Member Cicha asked with the point -of -sale inspections, is it typically immediately <br />152 for anyone who sells their house. <br />153 <br />154 Mr. Freihammer explained according to the Ordinance a person has to prove that <br />155 an inspection was done which is shared with the City and a determination is done. <br />156 This can be set up a couple of different ways. <br />157 <br />158 The Commission discussed sewer line inspections, video of sewer scoping and <br />159 replacements. <br />160 <br />161 Mr. John Kisselishen, 3083 Victoria Street explained he was not in favor of point <br />162 of sale inspection. Another thing he wanted to caution the Commission on is that <br />163 there are some residents who have extraordinary long sewer lines, including his. <br />164 He reviewed the history of the area where his home is located and how much his <br />165 sewer line replacement would cost compared to the ordinary sewer line most <br />166 residents have. <br />167 <br />168 Member Hodder asked what a better funding mechanism would be to make it work <br />169 for someone like Mr. Kisselishen. <br />170 <br />Page 4 of 6 <br />Page 6 of 67 <br />
