REQUEST FOR COUNCIL ACTION <br />Date: April 10, 2023 <br />Item No.:10.f <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Resolution Authorizing Revocation and Designation of Municipal <br />State Aid Roads <br />1 B ACKGROUND <br />2 On February 13, 2023, Council approved revocation and designation of Municipal State Aid <br />3 Roadways. Since that time, MnDOT found our mileage of Oakcrest Avenue is actually 0.50 miles <br />4 instead of 0.48 miles as was indicated in the resolution. Staff is requesting council approve a new <br />5 resolution with the correct mileage. <br />6 The City of Roseville is part of the State’s Municipal State Aid Street system. As part of being a <br />7 Municipal State Aid (MSA) city, each city can designate up to 20% of its roadway mileage to the <br />8 MSA system. Each year, the City of Roseville has an opportunity to re-designate which roads are <br />9 MSA roads and which are local roads. In order to be an MSA road, thefollowing criteria must be <br />10 met: <br />11 Projected to carry a relatively heavier traffic volume or are functionally classified as collector <br />12 or arterial streets. <br />13 Connect the points of major traffic interest within an urbanized municipality. <br />14 Provide an integrated street system. <br />15 Connect roadways which are MSASstreets, County State Aid Highways or Trunk Highways. <br />16 To correct some gaps in the system and to put mileage on higher traffic roadways to collect <br />17 additional MSA funds, staff recommends these changes to provide the best long-term use of MSA <br />18 funds. In order to designate the additional mileage to the MSA system, the following changes are <br />19 recommended: <br />20 Revoke –MSAS 228 –Oakcrest Avenue, from Fairview Avenue to W Snelling Service <br />21 Drive (0.50existing miles) <br />22 Designation –MSAS 266–W Snelling Service Drive, from Roselawn Avenue to County <br />23 Road B(0.50 new miles) <br />24 MnDOT has confirmed the new MSA designations meet MSA standards. <br />Page 1of 2 <br /> <br />
