REQUEST FOR COUNCIL ACTION <br />Date: April 10, 2023 <br />Item No.:10.h <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Ramsey County Ditch 4 Maintenance and Inspection Memorandum <br />of Agreement <br />1 B ACKGROUND <br />2 Ramsey County Ditch 4 (RCD4) starts in the GluekLane Neighborhood and flows north through a <br />3 storm sewer pipe to Oasis Pondand eventually to Little Lake Johanna. In 2023, the City will <br />4 construct acrossing over RCD 4, north of Terrace Drive, to make a trail connection to Oasis Park. <br />5 To help with constructionof this new crossing, the City is working with the Rice Creek Watershed <br />6 District (RCWD) to dredge the ditch and perform other maintenance activities while equipment is <br />7 on-site. Since dredging and maintenance of the ditch is a function of the RCWD, the district is open <br />8 to reimbursingthe City to perform this workinstead of the district having to perform this work <br />9 aheadof our project. <br />10 As part of the City’snormal maintenance inspections, City staff walks the ditch to identify issues <br />11 and also inspect other publicinfrastructure. RCWDvalues theCity inspections and involvement, <br />12 andis open to reimbursing the City for anyinspections of their jurisdictional sections of RCD 4. <br />13 This Maintenanceand Inspection Memorandum of Agreement (MOA) is a standard agreement that <br />14 the RCWDuses with cities in their jurisdiction. The MOA allows cities to program maintenance <br />15 activities of RCWD owned infrastructure, and city time and materials spent on these activities can be <br />16 reimbursed. This allows cities to maintain drainage infrastructure within their boundaries in a timely <br />17 and efficient manner. <br />18 Annually, Roseville will work with the RCWD to finalize a work plan. This work plan will take into <br />19 account any work we have going on adjacent to RCD 4, and we will also look at any maintenance <br />20 activities we can effectively do at the same time. RCWD willreimburse Roseville for any costs <br />21 associated with the approved work plan. If there is a major issue with the ditch that arises, the City <br />22 would work with the RCWDoutside of this MOA to correct the issue. <br />23 P OLICY O BJECTIVE <br />24 It is City policy to keep City-owned infrastructure in good operating condition and to keep systems <br />25 operating in a safe condition. As Ramsey County Ditch 4 drains into City infrastructure, it is in the <br />26 best interest of the City to inspect all of the infrastructure at the same time. <br />27 B UDGET I MPLICATIONS <br />28 There are no direct costs associated with this Memorandum of Agreement. The only costs will be <br />29 staff time preparing the annual work plan, and reporting findings to the Rice Creek Watershed <br />30 District. <br />31 R ACIAL E QUITY I MPACT S UMMARY <br />32 There should be no equity impacts associated with this agreement. <br />Page 1of 2 <br /> <br />
