REQUEST FOR COUNCIL ACTION <br />Date:April 10, 2023 <br />Item No.: 10.j <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Metropolitan Council Environmental Services Municipal Inflow and <br />Infiltration Grant Agreement <br />1 B ACKGROUND <br />2 Metro Cities (Association of Metropolitan Municipalities) championed the inclusion of a grant <br />3 program in the 2020bonding bill for the purpose of providing grants to municipalities for capital <br />4 improvements to public infrastructure to reduce the amount of inflow and infiltration (I/I) to the <br />5 Metropolitan Council Environmental Service’s (MCES) metropolitan sanitary sewer disposal <br />6 system. Their efforts were successful and $8.7 million was approved in the bonding bill. <br />7 To be eligible for a grant, a city must be identified by the Metropolitan Council as a contributor of <br />8 excessive inflow and infiltration. Roseville is among these cities and is eligible for this grant. <br />9 Grants from this appropriation are a guaranteed $25,000 for each city, with the rest of the funding <br />10 distribution based on the percentage of work completed by each individual city compared to the <br />11 total amount of work from all applicants. Projects must be completed between January 1, 2021 <br />12 and December31, 2022. The council must award grants based on applications from eligible cities <br />13 that identify eligible capital costs and include a timeline for inflow and infiltration mitigation <br />14 construction, pursuant to guidelines established by the council. Final Reimbursement Amount <br />15 determinationandgrant agreement will be distributed May 1, 2023. <br />16 One of the required documents is a resolution approving a grant agreementbetween the <br />17 Metropolitan Council and the City of Roseville for grant eligible work. This resolution would <br />18 allow the City of Roseville and the Metropolitan Council to enter into an agreement and authorizes <br />19 the City Managerto execute the Grant agreement, subject to minor modifications and final review <br />20 by the City Attorney. <br />21 P OLICY O BJECTIVE <br />22 It is City policy to keep City-owned infrastructure in good operating condition and to keep systems <br />23 operating in a safe condition. <br />24 B UDGET I MPLICATIONS <br />25 The grant functions as a reimbursement so cities must submit all of their eligible work and then final <br />26 grant dollars are determined. The City will submit approximately $3.6 million of eligible work with <br />27 and an estimated grant reimbursement of $135,700.
