Attachment C 1 City of Roseville 2 ORDINANCE NO. ___ 3 4 AN ORDINANCE AMENDING 5 6 TITLE 3 Chapter 309 7 8 AN ORDNANCE AMENDNG TITLE 3 CHAPTER 309 OF THE ROSEVILE 9 CITY CODE TO AMEND REQUIREMNTS FOR MASSAGE ESTALBISHMENT 10 AND MASSAGE THERAPIST LICENSES 11 12 THE CITY COUNCIL OF CITY OF ROSEVILLE ORDAINS: 13 14 SECTION 1: Title 3 Chapter 309 of the Roseville City Code is amended, restated 15 and renumbered to read as follows: 16 17 SECTION: 18 309.01: Purpose and Findings 19 309.02: Definitions 20 309.03: License Required, Exceptions for Massage Therapy Establishment 21 309.04: Practice of Massage Therapy Only by Licenses Persons Granting, Denying, 22 Suspending, or Revoking Rescinding of Massage Therapy Establishment 23 Licenses 24 309.05: Revocation or Suspension of License Granting, Denying, Suspending, Or 25 Revoking Of Massage Therapist Licenses 26 309.06: Restrictions and Regulations For Massage Therapy Establishments And 27 Massage Therapist Licenses 28 309.07: Violations, Penalty 29 30 309.01: PURPOSE AND FINDINGS 31 32 The purpose of this Chapter of the city code is to prohibit massage businesses and services 33 to the public except those licensed as massage therapy establishments and massage 34 therapists pursuant to this Chapter. The licensing regulations prescribed herein are 35 necessary in order to prevent criminal activity and to protect the health and welfare of the 36 community. The purpose of this Chapter is not to impose restrictions or limitations on the 37 freedom of protected speech or expression. 38 39 The City Council makes the following findings regarding the need to license massage 40 therapy establishments and massage therapists and to prohibit all other types of massage 41 businesses and services to the public. 42 43 A.Persons who have bona fide and standardized training in therapeutic massage, 44 health and hygiene can provide a legitimate and necessary service to the general 45 public.
