Attachment C <br />1 City of Roseville <br />2 ORDINANCE NO. ___ <br />3 <br />4 AN ORDINANCE AMENDING <br />5 <br />6 TITLE 3 Chapter 309 <br />7 <br />8 AN ORDNANCE AMENDNG TITLE 3 CHAPTER 309 OF THE ROSEVILE <br />9 CITY CODE TO AMEND REQUIREMNTS FOR MASSAGE ESTALBISHMENT <br />10 AND MASSAGE THERAPIST LICENSES <br />11 <br />12 THE CITY COUNCIL OF CITY OF ROSEVILLE ORDAINS: <br />13 <br />14 SECTION 1: Title 3 Chapter 309 of the Roseville City Code is amended, restated <br />15 and renumbered to read as follows: <br />16 <br />17 SECTION: <br />18 309.01: Purpose and Findings <br />19 309.02: Definitions <br />20 309.03: License Required, Exceptions for Massage Therapy Establishment <br />21 309.04: Practice of Massage Therapy Only by Licenses Persons Granting, Denying, <br />22 Suspending, or Revoking Rescinding of Massage Therapy Establishment <br />23 Licenses <br />24 309.05: Revocation or Suspension of License Granting, Denying, Suspending, Or <br />25 Revoking Of Massage Therapist Licenses <br />26 309.06: Restrictions and Regulations For Massage Therapy Establishments And <br />27 Massage Therapist Licenses <br />28 309.07: Violations, Penalty <br />29 <br />30 309.01: PURPOSE AND FINDINGS <br />31 <br />32 The purpose of this Chapter of the city code is to prohibit massage businesses and services <br />33 to the public except those licensed as massage therapy establishments and massage <br />34 therapists pursuant to this Chapter. The licensing regulations prescribed herein are <br />35 necessary in order to prevent criminal activity and to protect the health and welfare of the <br />36 community. The purpose of this Chapter is not to impose restrictions or limitations on the <br />37 freedom of protected speech or expression. <br />38 <br />39 The City Council makes the following findings regarding the need to license massage <br />40 therapy establishments and massage therapists and to prohibit all other types of massage <br />41 businesses and services to the public. <br />42 <br />43 A.Persons who have bona fide and standardized training in therapeutic massage, <br />44 health and hygiene can provide a legitimate and necessary service to the general <br />45 public. <br />RS160\\1\\850086.v5 <br /> <br />
