REQUEST FOR COUNCIL ACTION <br />Date: April 10, 2023 <br /> Item No.: 7.a <br />Department Approval City Manager Approval <br />Item Description: Receive Update on Envision Roseville <br />1 B ACKGROUND <br />2 In July, 2022, Council authorized a contract for a community-wide visioning process to Zan <br />3 Associates. This community-wide visioning process has been name Envision Roseville and includes <br />4 two phases of community engagement. The Phase 1 engagement was focused on engaging Roseville <br />5 residents and visitors to identify key themes relating to how people envision the future of Roseville. <br />6 Strategic and targeted engagement was conducted during this phase with the intention of capturing <br />7 voices that historically have been underrepresented. This phase consisted of a mix of ways for all <br />8 residents to participate including: <br />9 More than 20 community events and listening sessions <br />10 Community Survey <br />11 Virtual engagement through Hello Lamp Post, visioning website, interactive map, etc. <br />12 Community Advisory Group workshop <br />13 Various promotions (both staff-led and consultant led) <br />14 <br />15 Zan Associates will have a member of the project team in attendance to provide an update on next <br />16 steps which includes Phase 2 engagement as well as next steps. <br />17 P OLICY O BJECTIVE <br />18 The city’s approved Strategic Racial Equity Action Plan (SREAP) as well as the city’s Racial Equity <br />19 Narrative detail the city’s commitment to providing an inclusive community. Part of that includes <br />20 improving engagement among community members, developing relationships and increase <br />21 collaboration with community leaders and organizations, following through on lessons learned <br />22 through community members by committingto listen, learn and implement improved methods and <br />23 practices to better serve the needs of all in the community. The objective of the Envision Roseville <br />24 public participation is to seek input from residents and stakeholders to determine if the current <br />25 Community Aspirations are relevant and appropriate and which of the Community Aspirations are <br />26 most critical and should be focused on in the next 5-10 years. <br />27 B UDGET I MPLICATIONS <br />28 None. <br />29 R ACIAL E QUITY I MPACT S UMMARY <br />30 In recognizing that racial disparities across all indicators of success are deep and pervasive, the city <br />31 has prioritized centering race in decisions, policies and procedures. This approach offers the focus <br />32 and specificity necessary for advancing our work on our community aspirations for all of the <br />33 Roseville community. This approach has led how we design our engagement activities for the <br />34 visioning process.
