EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE * * * * * * * * * * * Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota was duly held on the 26th day of March, 1990, at 7:30 p.m. The following members were present: Cushman, Maschka, Thomas, Johnson, and Rog, and the following were absent: None. Member Johnson introduced the following resolution and moved its adoption: RESOLUTION NO. 8562 RESOLUTION REGARDING TAX INCREMENT FINANCING HOUSE FILE 2209 WHEREAS, the Minnesota House of Representatives is considering a tax increment financing bill entitled House File 2209; and WHEREAS, House File 2209 would create volume limitations that would immediately place Roseville over the limit; and WHEREAS, House File 2209 would place substantial limits on the compre- hensive pooling of funds which Roseville has intended to use since the inception of its development program; and WHEREAS, House File 2209 would completely modify the blight criteria that would make it difficult and extremely expensive for the facilities in Roseville to qualify; and WHEREAS, House File 2209 could significantly reduce the City's levy limits; and WHEREAS tax increment financing has been the major tool in Roseville's redevelopment efforts; and WHEREAS, tax increment financing is a City economic development tool that should be managed by City officials; and WHEREAS, the League of Minnesota cities is proposing to conduct an extensive tax increment financing study over the next year to address the basic legislative concerns; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the city of Roseville is opposed to House File 2209 and its limitations, and respectfully requests that the City's legislators oppose this bill. The motion for the adoption of the foregoing resolution was duly seconded by Member Maschka, and upon a vote being taken thereon, the following voted in favor thereof: Cushman, Maschka, Thomas, Johnson, and Rog, and the following voted against the same: None. WHEREUPON said resolution was declared duly passed and adopted.
