<br />EXTRACT OF MINUTES OF MEETING OF THE <br /> <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />Council of the City of Roseville, County of Ramsey, Minnesota was duly <br />held on the 26th day of March, 1990, at 7:30 p.m. <br /> <br />The following members were present: Cushman, Maschka, Thomas, Johnson, <br />and Rog, and the following were absent: None. <br /> <br />Member Johnson introduced the following resolution and moved its <br />adoption: <br /> <br />RESOLUTION NO. 8562 <br /> <br />RESOLUTION REGARDING TAX INCREMENT FINANCING <br />HOUSE FILE 2209 <br /> <br />WHEREAS, the Minnesota House of Representatives is considering a tax <br />increment financing bill entitled House File 2209; and <br /> <br />WHEREAS, House File 2209 would create volume limitations that would <br />immediately place Roseville over the limit; and <br /> <br />WHEREAS, House File 2209 would place substantial limits on the compre- <br />hensive pooling of funds which Roseville has intended to use since the <br />inception of its development program; and <br /> <br />WHEREAS, House File 2209 would completely modify the blight criteria <br />that would make it difficult and extremely expensive for the <br />facilities in Roseville to qualify; and <br /> <br />WHEREAS, House File 2209 could significantly reduce the City's levy <br />limits; and <br /> <br />WHEREAS tax increment financing has been the major tool in Roseville's <br />redevelopment efforts; and <br /> <br />WHEREAS, tax increment financing is a City economic development tool <br />that should be managed by City officials; and <br /> <br />WHEREAS, the League of Minnesota cities is proposing to conduct an <br />extensive tax increment financing study over the next year to address <br />the basic legislative concerns; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council of the city of <br />Roseville is opposed to House File 2209 and its limitations, and <br />respectfully requests that the City's legislators oppose this bill. <br /> <br />The motion for the adoption of the foregoing resolution was duly <br />seconded by Member Maschka, and upon a vote being taken thereon, the <br />following voted in favor thereof: Cushman, Maschka, Thomas, Johnson, <br />and Rog, and the following voted against the same: None. <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
