EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> x x x x x , * * * x X x , x x x , <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota was duly held on the 24th day of April 2023, at 6:00 <br /> p.m. <br /> The following members were present: Strahan, Etten„ Schrogder, Groff, and Roe <br /> and the following were absent:None. <br /> Member Groff introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 11977 <br /> WHEREAS, in December of 2022, City Staff became aware of two micro housing units (the <br /> "Units")placed on a vacant property at 2555 Victoria Street N owned by and adjacent to Prince of <br /> Peace Lutheran Church which is zoned LDR, Low Density Residential; and <br /> WHEREAS, after further investigation and conversations with Prince of Peace, on February 1, <br /> 2023, City staff sent a letter notifying Prince of Peace that the Units were not in compliance with <br /> the City zoning and other safety codes requiring dwellings to be on a foundation,connected to City <br /> water, and connected to City sewer; and <br /> WHEREAS, on February 10, 2023 Prince of Peace submitted a formal response to the <br /> noncompliance letter requesting to appeal of the staff determination the Units are not legal <br /> dwelling units and must be removed from the property; and <br /> WHEREAS, on March 6, 2023,the City Council, acting as the Board of Adjustment and Appeals <br /> (the"Board") held a public meeting on the appeal of the staff determination; and <br /> WHEREAS,the Board determined that the Units are not buildings,dwellings,or dwelling units in <br /> compliance with the zoning code,are not in compliance with City Code sections 801.6, 802.3,and <br /> 906.05; and <br /> WHEREAS, the Board ordered that the Units be removed, but stayed enforcement of that order <br /> for sixty(60)days; and <br /> WHEREAS, since March 6, 2023, City Staff have been working with Prince of Peace on how to <br /> bring the Units into compliance with the City Code; and <br />
