Regular City Council Meeting <br />Monday, April 10, 2023 <br />Page 4 <br />134 <br />135 <br />136 <br />137 <br />138 <br />139 <br />140 <br />141 <br />142 <br />143 <br />144 <br />145 <br />146 <br />147 <br />148 b.Review and Consider an Ordinance Amending City Code Chapter 309: <br />149 Massage Therapy <br />150 City Manager Patrick Trudgeon briefly highlighted this item as detailed in the re- <br />151 quest for Council Action and related attachments dated April 10, 2023. <br />152 <br />153 Mr. Trudgeon provided a timeline history of changes and proposed changes to be <br />154 made the Chapter 308, Massage Therapy. <br />155 <br />156 Councilmember Strahan asked Mr. Trudgeon to relate to the public the need for <br />157 this as far as massage therapy licenses with the State of Minnesota. <br />158 <br />159 Mr. Trudgeon reviewed the regulations of Massage Therapists and establishments <br />160 within the City. <br />161 <br />162 Chief Scheider and Deputy Chief Adams provided a law enforcement update on <br />163 massage therapy and provided additional background and context regarding this <br />164 item. <br />165 <br />166 Councilmember Etten indicated one of the things brought up at the last meeting was <br />167 regarding third party inspectors. He asked what discussions have happened at the <br />168 staff level around having someone else do some or all of these inspections versus <br />169 the City staff or officers. <br />170 <br />171 Mr. Trudgeon thought that discussion was around background checks. <br />172 <br />173 Councilmember Etten agreed and indicated he was not talking about inspections. <br />174 It was regarding 100 therapists, how the City would track them, and then there is a <br />175 separate part regarding enforcement and if the City is able to pull those pieces apart <br />176 and have some work done not by the CityÓs Police Officers. <br />177 <br /> <br />
