He noted the City is not proposing a cap <br />223 on the number of therapists. He was trying to understand of the twenty-four <br />224 licenses the City has now, are there twenty-two bad actors and two good ones or is <br />225 it the other way around. He was not sure if there was any knowledge specifically <br />226 but the concern he has is if the City Council puts a cap of ten and there are still the <br />227 same five bad actors, now the City has only allowed five additional good businesses <br />228 and is not serving the needs of the community for the folks that are looking for the <br />229 services provided. He stated this is not to mention the fact that if the City goes <br />230 down from twenty-four to ten, the City is also, essentially, putting out of business <br />231 fourteen businesses in the community over the next five years, which is very <br />232 concerning too, especially if those folks are not contributing to the issues. <br />233 <br />234 The question he is trying to figure out through this process is the notion of capping <br />235 the number of establishments does not make the crimes any easier to investigate. <br />236 It does not necessarily make the establishments less likely to be potentially bad <br />237 actors but at the same time the City has all these other requirements being put in <br />238 place that may get to that. He was trying to understand if the City is just limiting <br />239 the number of establishments because it makes for less staff time to process appli- <br />240 cations, in the first place. He was not necessarily sure that was getting at what the <br />241 City is trying to do. <br />242 <br />243 Chief Scheider explained it is hard to know the exact number, noting across the <br />244 Country it is estimated that one in every five massage establishments are elicit mas- <br />245 sage businesses. These are hard to know about and the Police Departments hope is <br />246 to make it hard for these businesses to come to Roseville. If it is easy then these <br />247 businesses will come and set up shop. She knows that these types of businesses <br />248 have been shut down in other communities because of strict ordinances. It is really <br />249 a capacity issue and these cases take a long time. <br />250 <br />251 Councilmember Etten asked if Chief Scheider felt the regulations, other than the <br />252 number of establishments, would make it easier to prevent an establishment from <br />253 opening and then to enforce something later. <br />254 <br />255 Chief Scheider explained the businesses will go to a city where there are less <br />256 regulations, easier to come in, and set up. This is why the City of Roseville had <br />257 some that had been in other cities, maybe with different owners but connected by <br />258 families. Having those stricter regulations will help so those businesses do not <br />259 come to Roseville. <br />260 <br />261 Councilmember Etten asked if individuals are getting relicensed each year. <br />262 <br />263 Mr. Trudgeon indicated that was correct. <br />264 <br /> <br />
