Attachment 2 <br />University of Minnesota <br />Humphrey School of Public Affairs <br />PA4790 Spring 2023 <br />Course Syllabus <br />Science, Technology & Environmental Policy <br />Th 4:00-6:45pm, 530A Bruininks <br />DRAFT: <br />1 /16/2023 <br />This syllabus will be updated a few weeks into the semester as things firm up. <br />Instructor <br />Fred Rose <br />Adjunct Lecturer <br />Science, Technology and Environmental Policy <br />Humphrey School of Public Affairs <br />Office Hours by Appointment Calendar <br />Fred Rose is currently semi -retired and an adjunct instructor for the Humphrey School of Public <br />Affairs and the Institute on the Environment. Fred was the co-founder of Acara and was the lead <br />instructor for all Acara courses. He developed seven LIMN courses that provide in-depth <br />experiential learning on creating and implementing solutions that address global grand <br />challenges. He also has developed a co -curricular process that supports students and former <br />students engaged in impact ventures. In this role he has taught and mentored over 900 LIMN <br />students, hundreds more in courses and workshops at universities in ten countries and more <br />than 40 pilot ventures. Prior to the U, he had a 27-year career with Honeywell in various <br />engineering and strategy roles. This included extensive experience in India and China. He is <br />also founder of the local non-profit High Tech Kids. <br />Course Philosophy <br />Global climate change poses perhaps the most significant environmental challenge of this <br />generation. The response to the climate challenge spans grassroots movements to coordinated <br />international policy. As policies to mitigate and adapt to climate change continue to take shape, <br />what do decision makers, advocates, and analysts need to know to take effective action? This <br />course will investigate climate change policy from a variety of disciplinary perspectives, <br />emphasizing economic logic, ethical principles, and institutional feasibility. It will focus on the <br />energy transition, particularly in MN, as a way to provide context and action to the course. <br />Page 43 of 185 <br />
