Then there is the question of this cap and the cap <br /> is only on the number of establishments. He noted the City is not proposing a cap <br /> on the number of therapists. He was trying to understand of the twenty-four li- <br /> censes the City has now, are there twenty-two bad actors and two good ones or is <br /> it the other way around. He was not sure if there was any knowledge specifically <br /> but the concern he has is if the City Council puts a cap of ten and there are still the <br /> same five bad actors,now the City has only allowed five additional good businesses <br /> and is not serving the needs of the community for the folks that are looking for the <br /> services provided. He stated this is not to mention the fact that if the City goes <br /> down from twenty-four to ten, the City is also, essentially, putting out of business <br /> fourteen businesses in the community over the next five years, which is very con- <br /> cerning too, especially if those folks are not contributing to the issues. <br /> The question he is trying to figure out through this process is the notion of capping <br /> the number of establishments does not make the crimes any easier to investigate. <br /> It does not necessarily make the establishments less likely to be potentially bad <br /> actors but at the same time the City has all these other requirements being put in <br /> place that may get to that. He was trying to understand if the City is just limiting <br /> the number of establishments because it makes for less staff time to process appli- <br /> cations, in the first place. He was not necessarily sure that was getting at what the <br /> City is trying to do. <br /> Chief Scheider explained it is hard to know the exact number, noting across the <br /> Country it is estimated that one in every five massage establishments are elicit mas- <br /> sage businesses. These are hard to know about and the Police Departments hope is <br /> to make it hard for these businesses to come to Roseville. If it is easy then these <br /> businesses will come and set up shop. She knows that these types of businesses <br /> have been shut down in other communities because of strict ordinances. It is really <br /> a capacity issue and these cases take a long time. <br /> Councilmember Etten asked if Chief Scheider felt the regulations, other than the <br /> number of establishments, would make it easier to prevent an establishment from <br /> opening and then to enforce something later. <br /> Chief Scheider explained the businesses will go to a city where there are less regu- <br /> lations, easier to come in, and set up. This is why the City of Roseville had some <br /> that had been in other cities, maybe with different owners but connected by fami- <br /> lies. Having those stricter regulations will help so those businesses do not come to <br /> Roseville. <br /> Councilmember Etten asked if individuals are getting relicensed each year. <br /> Mr. Trudgeon indicated that was correct. <br />
