Approve Agenda <br /> Councilmember Schroeder requested removal of Item 10b (Approve St. Paul Regional <br /> Water System (SPRWS) Contract Amendment No. 3) from the Consent Agenda for <br /> separate consideration. <br /> Etten moved, Groff seconded, approval of the agenda as amended. <br /> Roll Call <br /> Ayes: Strahan, Etten, Schroeder, Groff, and Roe. <br /> Nays: None. <br /> 4. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. No one appeared to speak. <br /> 5. Recognitions, Donations, and Communications <br /> a. Proclaim Asian American and Pacific Islander Heritage Month <br /> Mayor Roe read the Asian American and Pacific Islander Heritage Month <br /> Proclamation. <br /> Strahan moved, Etten seconded, proclaiming May 2023 Asian American and <br /> Pacific Islander Heritage Month. <br /> Roll Call <br /> Ayes: Strahan, Etten, Schroeder, Groff, and Roe. <br /> Nays: None. <br /> b.
