Attachment 2 <br />Ramsey County Ditch 4 (RCD 4) <br />Pipe Installation and Trail Project <br />RCD 4 was originally installed as an 2.3 mile long <br />open channel in the late 1800's to drain water <br />from the now Gluek Lane neighborhood, all the "s <br />way to Little Lake Johanna. In our current urban ; <br />setting, the challenges of maintaining an open <br />channel between private property is difficult. As <br />redevelopment was planned adjacent to the <br />ditch, staff started working with the Rice Creek <br />Watershed District and the adjacent landowners <br />to convert the open channel to a pipe, and install <br />a trail on top of the pipe to create a connection <br />between County Rd C and Terrace Dr. Along <br />with the maintenance benefits, there will also be <br />a water quality improvement, flood reduction, <br />habitat improvement, etc. <br />a epc <br />fND6TUNre <br />rn xe xz <br />xp..ay x <br />The total drainage are for RCD 4 is 1,695 <br />acres, and upstream of the project the <br />drainage area is 465 acres of single family <br />housing, industrial, and commercial land <br />uses. With the upstream drainage area, <br />there is 580 cubic -feet per second (4,300+ <br />gallons per second) flowing through the <br />project area in the 1%chance storm <br />event. <br />With the modification from an open chan- <br />nel to a pipe, critical flood areas will be <br />lowered by an estimated 4", while only <br />raising the elevation of Oasis Pond 1". <br />Page 26 of 29 <br />
