REQUEST FOR COUNCIL ACTION <br /> Date: June 20, 2023 <br /> Item No.: 7.f <br />Department Approval City Manager Approval <br />Item Description: Consider Adoption of National Gun Violence Awareness Month Proclamation <br />Page 1 of 2 <br />BACKGROUND 1 <br />At the May 23 , 2022 meeting, the City Council discussed the possibility of adopting an 2 <br />proclamation regarding National Gun Violence Awareness Day. After a lengthy discussion, the City 3 <br />Council decided to not adopt a proclmation but directed staff to work towards bringing back a 4 <br />proclamation for consideration next year that focused more on local gun violence prevention efforts. 5 <br />Minutes of that meeting are included as Attachment A. 6 <br />Although National Gun Violence Awareness Day was already observed on June 2, Mayor Roe and 7 <br />Councilmember Strahan have been working with the City Manager on proclamation language to 8 <br />declare June 2023 as the National Gun Violence Awareness Month. The proposed proclamation is 9 <br />included as Attachment B. It is anticipated that same format for the proclamation can be used next 10 <br />year acknowledging both National Gun Violence Awareness Day and National Gun Violence 11 <br />Awareness Month. 12 <br />POLICY OBJECTIVE 13 <br />There are two Community Aspirations that are relevant to this topic. The first is the City aspires to be 14 <br />“Welcoming, inclusive, and respectful”. The second is that the City aspires to be a “Safe and Law 15 <br />Abiding” community. 16 <br />BUDGET IMPLICATIONS 17 <br />No budget impacts are expected with passing this proclamation. 18 <br />RACIAL EQUITY IMPACT SUMMARY 19 <br />Gun violence dispropritionaly affect Black, Indegenous, and Persons of Color (BIPOC) community 20 <br />members. As referernced in the proclamation, Black children and teens have the highest gun death 21 <br />rates among the nation’s population at nearly four times the rate of White people and Hispanic and 22 <br />Indegneous individuals dying by gun violence at twice the rate of White people. Programs designed 23 <br />to reduce gun violence will help everyone in the community and will specicically benefit BIPOC 24 <br />community members. 25 <br />STAFF RECOMMENDATION 26 <br />Staff recommends approval of the proclamation declaring June as National Gun Violence Awareness 27 <br />Month. 28 <br />REQUESTED COUNCIL ACTION 29 <br />Motion to approve the proclamation declaring June as National Gun Violence Awareness Month. 30 <br /> 31
