REQUEST FOR COUNCIL ACTION <br /> Date: June 20, 2023 <br /> Item No.: 10.f <br />Department Approval City Manager Approval <br />Item Description: Approve Metropolitan Council Environmental Services Municipal Inflow and <br />Infiltration Grant Agreement <br />Page 1 of 1 <br />BACKGROUND 1 <br />Metro Cities championed the inclusion of a grant program in the 2020 bonding bill for the purpose 2 <br />of providing grants to municipalities for capital improvements to public infrastructure to reduce 3 <br />the amount of inflow and infiltration (I/I) to the Metropolitan Council Environmental Service’s 4 <br />(MCES) metropolitan sanitary sewer disposal system. Their efforts were successful and $8.7 5 <br />million was approved in the bonding bill. 6 <br />To be eligible for a grant, a city must be identified by the Metropolitan Council as a contributor of 7 <br />excessive inflow and infiltration. Roseville is among these cities and was awarded a grant for the 8 <br />City’s I/I work. MCES issued the Final Reimbursement Amount determination of $158,509.00 9 <br />for the City of Roseville. The final grant agreement is attached for Council approval. 10 <br />POLICY OBJECTIVE 11 <br />It is City policy to keep City-owned infrastructure in good operating condition and to keep systems 12 <br />operating in a safe condition. 13 <br />BUDGET IMPLICATIONS 14 <br />The grant is funded by State of Minnesota General Obligation Bond Proceeds. The grant functions 15 <br />as a reimbursement so Roseville submitted all eligible work and then final grant dollars were 16 <br />determined. The Final Reimbursement Amount of $158,509.00 was greater than the initial estimate 17 <br />of $135,700.00. Grant funds will reimburse the sanitary sewer fund for projects completed. 18 <br />RACIAL EQUITY IMPACT SUMMARY 19 <br />There should be no equity impacts associated with this agreement. 20 <br />STAFF RECOMMENDATION 21 <br />Staff recommends the Council approve and authorize the Mayor and City Manager to execute the 22 <br />attached Grant Agreement – End Grant. 23 <br />REQUESTED COUNCIL ACTION 24 <br />Motion to approve the Grant Agreement – End Grant between the Metropolitan Council and the City 25 <br />of Roseville and authorizing the Mayor and City Manager to execute said agreement, subject to minor 26 <br />modifications and final review by the City Attorney. 27 <br />Prepared by: Stephanie Smith, Assistant City Engineer <br />Attachments: A: 2020 I/I Grant Agreement – End Grant for City of Roseville Sanitary Sewer Project
