<br />Victoria Street Roadway & Trail Conceptual Design Study | Study Report - DRAFT | PAGE 13 <br /> <br />In addition to the need to avoid, minimize and mitigate impacts to environmental resources, several <br />constraints in the corridor were considered and should inform future designs: <br />• Limited right of way. <br />• Many driveways/access locations. <br />• Utility poles near the roadway as well as underground utilities. <br />• Existing above ground structures (e.g., mailboxes, road signs). <br />• Variation in elevation between adjacent homes/yards and the roadway. <br />• Horizontal curves. <br />• Variation in ditches and slopes along the corridor. <br />• Existing rural (ditch) section on corridor uses more space than an urban (curb and gutter) section. <br />• Environmental features including trees. <br />• Railroad crossing near County Road C. <br />• Consistency with existing Victoria Street trail north of Cannon Avenue. <br />III. Concept Development & Evaluation <br />Design Standards, Considerations and Best Practices <br />In the process of developing the recommended concepts, the project team reviewed and considered a <br />range of local, state and national standards and sources of design guidance. These are discussed briefly <br />in the sections that follow. <br />Ramsey County All Abilities Transportation Network Policy <br />The Ramsey County Board of Commissioners approved the All-Abilities Transportation Network in <br />December 2016 to advance the county's vision of "A vibrant community in which all are valued and <br />thrive." This policy commits the County to “creating and maintaining a transportation system that provides <br />equitable access for all people regardless of race, ethnicity, age, gender, sexual preference, health, <br />education, abilities and economics.” The policy includes a hierarchy of transportation system users that <br />should be considered during transportation planning and implementation, with more vulnerable users to <br />be considered first (Figure 7). <br />Figure 7: Ramsey County All Abilities Transportation Network Policy – Modal Hierarchy <br /> Source: Ramsey County All Abilities Transportation Network Policy
