4.The Pathway Master Plan, City of Roseville, September 22, 2008 identifies the <br />Victoria Street segment north of County Road C as the second highest ranked and <br />unfinished project after Rice Street. <br />5.Many residents use this segment of Victoria Street for walking, biking, and the <br />Roseville High School uses it for training its cross country and track runners. <br />6.There is a segment of this roadway near the intersection with West Owasso Blvd <br />where many northbound cars cross the centerline and many southbound cars <br />drive on the shoulder. <br />7.The paved roadway consists of two lanes, 12 feet wide plus a six-foot wide <br />shoulder on each side. <br />8.The speed limit on this segment of Victoria Street is 40 mph. The existing traffic on <br />this segment of Victoria Street is more than 6,500 vehicles per day with a 2030 <br />projected traffic volume of 12,000 vpd. (Comprehensive Plan 2030, Ci ty of <br />Roseville, Adopted October 26, 2009, Chapter 5, Tran sportation). <br />9.Many Roseville residents who live on or near this segment of Victoria Street do <br />not feel safe walking or biking on the current shoulder, particularly families with <br />children and those with physical disabilities. <br />10.A fact sheet "Health by Design" summarizes the benefits of sidewalks and can be <br />found at www.healthbydesign.org . <br />We therefore request the City Council order the planning for construction of this <br />pathway as detailed in the report to the Council from the Public Works, Environment, <br />and Tr ansportation Commission in its report of November 26, 2013 which was <br />forwarded to the City Council as a recommendation as requested by the City Council. <br />Name Address Phone Number <br />Rob and Beth Reinhart 523Heinel Drive, Roseville. 55113
