Regular City Council Meeting <br /> Monday,June 20, 2023 <br /> Page 4 <br /> Roll Call <br /> Ayes: Etten, Schroeder, Groff, Strahan, and Roe. <br /> Nays: None <br /> d. Victoria Street Pathway Funding Update <br /> Public Works Director Jesse Freihammer briefly highlighted this item as detailed <br /> in the Request for Council Action and related attachments dated June 20, 2023. <br /> Councilmember Schroeder asked at what point is Roseville's share too high to do <br /> the project. She wondered if there is a maximum amount that staff feels the City <br /> should go to. <br /> Mr. Freihammer explained it really amounts to how many other pathway projects <br /> the City wants to fund. Roseville's share would be coming out of the City's <br /> Municipal State Aid funds. He noted the City has funded almost all of the <br /> sidewalks and pathways since he has been with the City with that source. Basically, <br /> if it is on a County Road the way the City funds it is to apply for cost share dollars <br /> and get a fifty/fifty cost share with the county. This funding source would allow <br /> the City to at least take a million dollars off the cost of the project. Otherwise if the <br /> City did future cost share it would have to make up those million dollars. He <br /> indicated the City receives over a million dollars in Municipal State Aid dollars <br /> annually so there is funding for that but if the City does this project, it might push <br /> a few other projects back and if the cost goes up staff will need to look at prioritizing <br /> other projects. Right now,this would not affect other projects unless there are other <br /> projects that come up or are not planned for. <br /> Councilmember Schroeder asked with this particular part of the trail, would the <br /> maintenance expense be anymore than any of the other trails the City maintains. <br /> She indicated it was her understanding that even though the County would be the <br /> lead on this, Roseville would still be responsible for maintaining it. <br /> Mr. Freihammer indicated that was correct. The City would be responsible for <br /> maintenance, and he would not anticipate the maintenance to be any higher on this <br /> trail than any other trail directly maintained by the City. He noted this plan does <br /> account for some snow storage between the road and the pathway, which is <br /> beneficial for winter snow removal <br /> Councilmember Schroeder wondered if the County does not get any grant funds for <br /> this project and asked if the project would still happen. <br /> Mr. Freihammer explained most likely the County would not push it and it would <br /> probably drop off the County's proposed project list. Certainly, Shoreview and <br /> Roseville could request it through the current process which is applying for the <br /> County's cost share amount. <br />
