Attachment 3 <br />with limited hands-on learning. Directly adjacent is the much larger Public Programming room. This room provides <br />a venue for events where the public can be more interactive such as “Fix-It Clinics” where people bring in <br />household items and learn how to do general repair. The general administrative requirements for operation of the <br />building and the public amenities such as toilets are located adjacent to the public spaces. These <br />public/administrative spaces are placed on the south end of the building towards Larpenteur Avenue. This <br />provides an appropriate buffer between the public way and the taller warehouse space, along with a generally <br />more aesthetic appearance from Larpenteur Avenue. <br />In-keeping with the site’s current function, outdoor storage of loose materials as needed by the County’s Public <br />Works department will occur on the northern portion of the parcel, but will be blocked from public view by <br />significant vegetative buffering and by the Environmental Service Center itself. Other proposed accessory uses <br />throughout the Environmental Service Center site include outdoor gathering space to be used for educational <br />programming; educational signage associated with sustainable building, site, and stormwater functions; <br />recreational trails; and an accessible sidewalk connection to Larpenteur Avenue. <br />As part of this project, improvements are planned for Kent Street, the private roadway that will be used to access <br />the site from Larpenteur Avenue. <br />Why is the intended use not currently permitted by existing use? <br />According to the language within table 1007.2 of Title 10 of the Roseville City Code, a “Government office” is a <br />permitted use within parcels zoned as institutional. This language is too specific to apply to Government uses in <br />general, and as the proposed Government Environmental Service Center use provides more than just office <br />space it does not conform to the existing code as written. <br />How would the intended use be permitted under the proposed zoning text amendment? <br />The addition of “Government Environmental Service Center” as a conditional use within table 1007.2, and an <br />associated definition for this term within section 1001.10, would allow this use to be permitted per approval of a <br />conditional use application. <br />Will any additional land use applications (e.g. conditional use permit or variance) be necessary to <br />accommodate the intended use in compliance with the requirements of the proposed zoning change? <br />Yes, a Conditional Use Permit will be required per this zoning text amendment, and an application for which has <br />been submitted in conjunction with the Zoning Text Amendment Application. <br /> <br />CONDITIONAL USE PERMIT NARRATIVE <br />Describe how the proposed use is not in conflict with the Comprehensive Plan <br />Roseville’s 2040 Comprehensive Plan identifies the existing land use of this site as institutional and has planned <br />for the site to remain classified as institutional in the future. With the proposed facility’s civic use, medium scale <br />and intensity, incorporation of pedestrian and bicycle infrastructure, and connections to nearby transit stops, it is <br />appropriately suited for this location as defined by the comprehensive plan. <br /> <br />
