Attachment 4 <br />May 25, 2023 <br />To:James Homolka, Ramsey County Property Management <br />From: VernonSwing, PE <br />Re:Traffic Analysis – PO PRMG38457 - Ramsey County Environmental Service Center, Roseville, MN <br />Per your request, SSTS LLC has conducted a traffic analysis for the proposed Ramsey County Environmental <br />Service Center development (referred to as the Proposed Project). The Proposed Project will add hazardous <br />household waste disposal/recyclingfacilities to the existing organic waste/compost recycling uses on the <br />approximate 15-acresite in Roseville, Ramsey Co, MN. The Proposed Project site is located to the north of <br />Larpenteur Ave W and to the east of Kent Street and will be accessed via three proposed driveways to Kent <br />Street. Figure 1, Vicinity Mapdepicts the locationand Figure 2, Site Plan, illustrates the site layout and <br />access locations. <br />This memorandum documents the existing AM, PM,and Saturday Midday peak hour traffic conditions, <br />forecasts the 2025 traffic conditions without the development, forecasts the trip generation potential for <br />the proposed land use and distributes those trips based on existing traffic patterns in the area. Further, <br />results from the trafficoperational analysis with and without the Proposed Project are summarized. Also, a <br />review ofon-site circulation and vehicle stackingis included. The focus of the traffic study is the traffic <br />operations at the following intersections which provide access to the regional roadway network and access <br />to the site: <br />Larpenteur Ave W & Kent St <br />Kent St & South Site Access <br />Kent St & Middle Site Access <br />Kent St & North Site Access <br />ExistingConditions <br />As mentioned, the study area focuses on the intersections listed above. The existing conditions of the <br />roadways and intersection providing direct and indirect access to the Proposed Project were documented <br />and are noted in Table 1. Additionally, Figure 3 shows the existing lane geometry and traffic control at the <br />study intersections. <br />Table 1.
