Attachment D <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />1 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />2 Roseville, County of Ramsey, Minnesota, was held on the 10th day of July, 2023,at 6:00p.m. <br />3 <br />4 The following Council Members were present:_________; <br />5 and _____ were absent. <br />6 CouncilMember _____introduced the following resolution and moved its adoption: <br />7 RESOLUTION NO. ___ <br />8 A RESOLUTION APPROVING ACONDITIONAL USE FOR AN ENVIRONMENTAL <br />9 SERVICE CENTER FOR RAMSEY COUNTY AT 1725 KENT STREET (PF23-005). <br />10 WHEREAS, an Environmental Service Center (ESC) is a use in the Institutional (INST) <br />11 district requiring an approved Conditional Use, and <br />12 WHEREAS, City Code §1009.02.C establishes general CU criteria that is required to be <br />13 met by a CU proposal; and <br />14 WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br />15 proposed CUfor an ESC on June 7, 2023, voting 6-0to recommend approval of theESC CU for <br />16 Ramsey County;and <br />17 WHEREAS, the property at 1725 Kent Street is legally described as: <br />18 Parcel ID: 132923330001 <br />19 Lots 1, 2, 7 and 8, Sarah’s Out Lots to St. Paul <br />20 WHEREAS, the City Councilhas determined that approval of the proposedESC CU at <br />21 1725 Kent Street pursuant to 1009.02.C of the City Code will not result in adverse impacts to the <br />22 surrounding properties based on the following findings: <br />23 G ENERAL C ONDITIONAL U SE C RITERIA §1009.02.C: <br />24 a.TheproposeduseisnotinconflictwiththeComprehensivePlan.While an environmental <br />25 services center doesn’t appreciably advance land use goals of the Comprehensive Plan, aside <br />26 from facilitating continued investment in a property, the City Council has concluded the <br />27 proposed use does not conflict with land use goals outlined within the Comprehensive Plan <br />28 either. More specifically, the General and Commercial Area Goals and Policies sections of <br />29 the Comprehensive Plan include a number of policies related to reinvestment, <br />30 redevelopment, quality development, and scale. Additionally, the Comprehensive Plan <br />31 outlines several goals and strategies related to Resilience and Environmental Protection and <br />32 the services offered by the ESC aid in supporting many of those stated goals, including <br />33 reduction in greenhouse gas emissions through leading by example, reducing climate-related <br />34 risks, and increasing community awareness of resilience and environmental protection <br />35 issues. Therefore, the City Council has determined the proposed environmental service <br />36 center would align with the related goals and polices of the Comprehensive Plan. <br />37 b. The proposed use is not in conflict witha RegulatingMap or other adopted plan.
