RPCA Attachment 4 <br /> <br />I NTEROFFICE M EMORANDUM <br /> <br />Date: May 20, 2023 <br /> <br />To: Bryan Lloyd, Senior Planner <br /> <br />From: Matthew Johnson, Parks and Recreation Director <br /> <br />RE: Danny Boy Estates (2560 Fry St) <br /> <br /> <br /> <br />The Parks and Recreation Commission (PRC) reviewed this proposed project regarding park <br />dedication on May 2, 2023 (DRAFT minutes attached). They recommended cash at the 2023 fee <br />of $4,250 per unit. Based on the proposal, the developer would pay $38,250 ($4,250 x 9 new <br />units) at the time of final plat. <br /> <br />The Parks and Recreation System Master Plan does not specifically identify a need for additional <br />land in this constellation. <br /> <br />The Parks and Recreation chapter (8) of the Roseville 2024 Comprehensive Plan does recommend <br />prioritization of parkland adjacent to existing parks when possible. However, the small size (0.11 <br />acres) of any parcel that could be acquired via park dedication with this development made that <br />option less desirable. Additionally, the developer stated that if land were to be required for park <br />dedication, they would likely consider an alternate platting option that would not require park <br />dedication. <br /> <br />There are a number of redevelopment items planned for Rosebrook Park in the coming years <br />which these funds could support to ensure the provision of park services for these new residents. <br /> <br />This parcel is identified as an important connection to the park for many of the residents of the <br />neighborhood, and is classified as such in the Parks and Recreation System Master Plan. <br /> <br /> <br />Page 1 of 6 <br /> <br />
