RPCA Attachment 4 <br />81Staff reiterated that the role of the Parks and Recreation Commission is to review the proposed <br />82development and relevant parks and recreation system plans and goals; and to make a <br />83recommendation as to whether the City should accept land, cash, or a combination, to satisfy the <br />84Park Dedication requirement. <br />85 <br />86The project developer was available at the meeting to answer any questions. <br />87 <br />88Commissioner Arneson mentioned that the parking lot at Rosebrook Park is very small and <br />89potentially expanding the size could be beneficial. <br />90 <br />91Commissioner Boulton added that a larger parking lot may be useful for the future Capital <br />92Improvements at the park. <br />93 <br />94The Commission questioned the land type and existing utilities on the north side of the parcel. <br />95The project developer answered that there is no existing utilities on the north30 feet of the <br />96parcel. There was a previous easement that has been vacated and the land is now a proposed <br />97drainage easement to outlot A. <br />98 <br />99Staff clarified that a recommendation of land would send theproject back to city staff to work <br />100withthe developers to findan equitable land location to satisfy Park Dedication. <br />101 <br />102The project developer relayed that the financial impact of aland recommendation forPark <br />103Dedication would make the project no longer fiscally feasible. <br />104 <br />105Commissioner Baggenstoss asked staff how the land could be used as it is adjacent to an existing <br />106park and questioned why the city did not initially purchase the parcel. Staff relayed that there are <br />107trees on the parcel that may survive the construction and removing living trees is always a <br />108difficult decision. There is a concept plan for the pool to potentially switchitto a splash pad. <br />109However, the neighborhood has not been engaged with on the changes. Staff noted that the <br />110additional space could potentially be used during the future evolution of the pool at Rosebrook <br />111Park. <br />112 <br />113Staff relayedthat the city utilizes the- <br />114parcels that come up for sale. <br />115 <br />116Commissioner Arneson suggested potentially moving away from willing buyer-willing seller in <br />117thefuture. <br />118 <br />119The Commission discussed if recommending land to satisfy Park Dedication would add useable <br />120parkland to Rosebrook Park. <br />3 <br />Page 3 of 6 <br /> <br />
