Regular City Council Meeting <br /> Monday,July 10, 2023 <br /> Page 11 <br /> of new staff members to do this work and require a large increase in fees to cover <br /> it or tax dollars to cover it. In that conversation, one of things clarified was that the <br /> City does send out something for posting in these rentals. He asked if the City <br /> would consider including a QR code with some of their primary,other than English <br /> languages so that folks can have better access, if needed. <br /> Mayor Roe explained another item is reviewing the need of pet licenses,which was <br /> brought up by former Councilmember Willmus. <br /> Councilmember Schroeder explained she talked to Mr. Willmus and the reason he <br /> mentioned this is that he talked to the Police Chief. This is not being enforced and <br /> he wondered if the City really needed to have it because at this point, what is the <br /> need. Before he thought it was to get pets with their owners, but most pets are <br /> chipped. His thought was why bother to have this requirement if it is not enforced <br /> and most people do not know a license is needed. <br /> Mayor Roe reviewed the history and reasons for pet licenses in the City. He was <br /> not sure if a change to the ordinance is really needed. <br /> Councilmember Schroeder thought staff should be the ones to decide and bring <br /> forward a request for the Council to act on. <br /> Mayor Roe explained the next item is the Sister City relationship with an <br /> Indigenous Tribal Nation, which was initiated by Councilmember Strahan. She did <br /> not have much input in the information she sent to him regarding the meeting. In <br /> this one, she noted it is a good way to foster relationships although she would not <br /> consider looking into it until there was a new Diversity,Inclusion,Equity Manager. <br /> He thought this could be put at the end of the list and revisited. <br /> Councilmember Etten agreed it could go on the list, but he was not sure what the <br /> City is gaining here. <br /> Mayor Roe indicated this can be discussed further at a meeting where <br /> Councilmember Strahan is available to give her input. <br /> Mayor Roe noted last year, some residents came to the City Council regarding <br /> regulating roosters.He did not think the City had such regulations,but chickens are <br /> allowed. <br /> Mr. Trudgeon explained the City allows for chickens and regulates where the coop <br /> is located on the property. Traditionally, staff finds that people look into it and find <br /> it is a lot of work so there are not a huge number of chickens in the City that staff <br /> knows about. He noted this was brought up in 2022 and he has not heard anything <br /> recently from residents. <br />
