Regular City Council Meeting <br /> Monday,July 10, 2023 <br /> Page 5 <br /> Chair Ficek thought the next topic could go in a different number of ways and is a <br /> relevant topic that really has not been explored. Those were just initial thoughts of <br /> where it could go. He asked the City Council regarding organized waste collection <br /> and if the Commission should look at this item again. <br /> Mayor Roe explained that the last time the Council looked at that,it was determined <br /> at that time it was not a ripe issue in the community and that was kind of a quote <br /> from the survey provider at the time of the last community survey. He did not think <br /> a survey had been done since, so he did not know if the City knew where the public <br /> stood on that issue. From his perspective, he was not sure he wanted to initiate a <br /> conversation on that topic until there is some input from the community through <br /> another survey. <br /> Councilmember Etten explained when the Council looked at this in 2021,it was the <br /> middle of COVID and was a hard time to reach out. The survey actually showed a <br /> dramatic reduction in support for organized hauling at that time. But, the addition <br /> of the waste facility that is shared with Washington and Ramsey Counties <br /> significantly has improved what is happening to the waste so for that reason, those <br /> things have not changed and he would not be ready to jump into it at this point. <br /> Councilmember Groff explained he brought it up last time and it was not an easy <br /> lift, so he did not think there were the votes at the Council level to have the <br /> Commission look into that item again. <br /> Chair Ficek asked the City Council if there is a need to look at regulating small <br /> electric motor vehicles, such as scooters. He did not know if there was a problem <br /> to solve regarding this. <br /> Councilmember Etten did not think, at this point, it was a big deal. <br /> Councilmember Groff explained he has not seen any issues in the City. <br /> Commissioner Mueller explained there was talk on the Commission about rentable <br /> scooters and maybe discuss the possibility of those coming to the City and having <br /> regulations before that happened. <br /> Councilmember Schroeder thanked Commissioner Mueller for specifying that <br /> because she would not want the City regulating mobility scooters. <br /> Mayor Roe indicated it was early in the adoption of those business models and it <br /> did not seem like the City was getting a lot of those in Roseville to the extent of <br /> them being left in the City. Until there is more of an issue, he was not sure that <br /> needed to be looked at. He noted Councilmember Strahan had said in her notes that <br /> was not something she was in favor of taking a look at. <br />
