EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> * * * * * * * <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br /> Roseville, County of Ramsey, Minnesota was duly held on the 21st day of August 2023, at 6:00 <br /> p.m. <br /> The following members were present: Groff, Strahan, Etten, Schroeder, and Mayor Roe; and the <br /> following were absent: None. <br /> Member Schroeder introduced the following resolution and moved its adoption: <br /> RESOLUTION No. 12012 <br /> RESOLUTION APPROVING THE CITY SAC POLICY <br /> FOR THE CITY OF ROSEVILLE <br /> WHEREAS, a Sewer Availability Charge ("SAC") is imposed by the Metropolitan Council's <br /> Environmental Services Division (MCES) based on the amount of wastewater that the property <br /> is anticipated to generate; and <br /> WHEREAS, the SAC is a one-time charge collected when a building permit is issued for either a <br /> new building or remodel permit, or when a connection permit is issued for an existing building <br /> connecting to the sanitary sewer system for the first time; and <br /> WHEREAS, SAC is imposed on the City by MCES and the City passes the charge along to <br /> individual business owners or property developers as part of the City permitting process; and <br /> WHEREAS, in 2011, the Metropolitan Council provided the city with approximately 500 <br /> community-wide SAC credits that can be used in lieu of paying SAC at the discretion of the <br /> City; and <br /> WHEREAS, the City would like to create a program to offer the SAC credits to small businesses <br /> under certain circumstances; and <br /> WHREAS, City staff have developed a policy to identify small businesses who will be offered <br /> up to 5 SAC credits in lieu of paying SAC charges. <br /> RS 160\1\891699.v 1 <br />
