<br />EXTRACT OF MINUTES OF MEETING OF THE <br /> <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />council of the city of Roseville, County of Ramsey, Minnesota was duly <br />held on the 26th day of March, 1990, at 7:30 p.m. <br /> <br />The following members were present: Cushman, Maschka, Thomas, <br />Johnson, and Rog, and the following were absent: None. <br /> <br />Member Thomas introduced the following resolution and moved its <br />adoption: <br /> <br />RESOLUTION NO. 8564 <br />RESOLUTION SUPPORTING THE ADOPTION OF A <br />FLAT RATE PROPERTY TAX SYSTEM ON A STATEWIDE BASIS <br /> <br />WHEREAS, the current three tier property tax rate system causes ineq- <br />uities which require metropolitan area taxpayers to pay significantly <br />more property taxes at all income levels compared to non-metro <br />property taxpayers; and <br /> <br />WHEREAS, State studies show that the average metro area suburban home- <br />owner has property with average value of approximately 150 percent <br />more than non-metropolitan area homeowners but pays approximately 268 <br />percent more property taxes; and <br /> <br />WHEREAS, the current progressive property tax rates are an income tax <br />concept that should not be incorporated into a property tax system <br />that was created to pay for local services; and <br /> <br />WHEREAS, the current property tax system has evolved into a complex <br />system that is not easily understood by the average taxpayer, thus <br />leading to a lack of accountability; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of <br />Roseville, Minnesota, that proposed flat rate property tax system <br />being considered by the Minnesota House of Representatives and the <br />State Senate be fully supported as a more equitable property tax <br />approach; and <br /> <br />BE IT FURTHER RESOLVED, that a single or flat rate property tax system <br />would be easier to understand and, therefore, enhance accountability <br />and a better understanding of the relationship between costs and the <br />provision of service; and <br /> <br />BE IT FURTHER RESOLVED, that the proposed single or flat property tax <br />system would have significant savings, on average, to Roseville <br />property taxpayers. <br /> <br />The motion for the adoption of the foregoing resolution was duly <br />seconded by Member Maschka, and upon a vote being taken thereon, the <br />following voted in favor thereof: Cushman, Maschka, Thomas, Johnson, <br />and Rog, and the following voted against the same: None. <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
