Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: August 22, 2023 ITEM: 5.a. <br />ITEM DESCRIPTION: Green To Go Introduction and Overview <br />Background <br />Over 100 restaurants operate in the City of Roseville, and COVID-19 resulted in many more restaurants <br />offering take-out service. Food waste and packaging make up about 45% of all materials in U.S. landfills, <br />and some studies suggest that restaurants account for nearly 80% of disposable packaging waste in the <br />United States. According to Regional Indicators data, an estimated 54%, or 20,652 tons, of Roseville's <br />waste was incinerated or Iandfilled in 2020. <br />The PWET Commission received a presentation from staff on the current state of take-out packaging/zero <br />waste packaging ordinances in Minnesota in March 2022, and an additional presentation in August 2022 <br />reviewing sample ordinances and implementation strategies. The PWET Commission discussed a potential <br />take-out packaging ordinance with the City Council at their joint meeting in July 2023, where they received <br />direction to work with staff to develop an outreach and implementation plan. <br />Recommendation <br />Receive presentation, consider outreach and implementation options for Green To Go take-out packaging, <br />and provide feedback. <br />Attachments <br />1.
