3727 4. Exempt: In lieu of one of the above classifications, an inventoried tree may be classified as <br />3728 "Exempt' if a degreed forester or certified arborist certifies that one or more of the following <br />3729 conditions are met: <br />3730 a. The tree is identified as an Invasive Species and must be removed; <br />3731 b. The tree suffers from a major insect or pathological problem that cannot be resolved; <br />3732 c. The tree is experiencing extensive decay or hollow; or <br />3733 d. The tree has suffered damage or is in poor condition such that is has a life expectancy of less <br />3734 than ten (10) years. <br />3735 e. The tree must be removed to accommodate the installation of public streets, utilities, or storm <br />3736 water ponding areas. Trees classified as exempt based only on this condition shall be clearly <br />3737 identified on plan sets and within the required matrix. <br />3738 F. Incentive Multipliers. To incentivize the protection and preservation of the most important trees <br />3739 within the community, the following incentive multipliers are to be used against the net preservation <br />3740 or loss shown on a tree preservation plan as required in Section 1011.04(G) <br />3741 1. Heritage Trees 2.0 <br />3742 2. Significant Trees 1.0 <br />3743 3. Common Trees:0.5 <br />3744 G. Tree Preservation Plan Set Required. At the time of application for preliminary plat, grading permit, <br />3745 demolition permit or building permit which includes the demolition of a principal structure; a tree <br />3746 preservation plan meeting the following requirements, or a simplified plan set out as outlined in <br />3747 1011.04(H), shall be submitted by the applicant (failure to provide a complete tree preservation plan <br />3748 set shall be grounds to deem an application incomplete): <br />3749 1. The tree preservation plans shall be prepared and signed by a degreed forester or certified <br />3750 arborist. <br />3751 2. The preparation date of all tree preservation plan components shall not precede the date of <br />3752 application by more than two 2) years. <br />3753 3. The tree preservation plan set shall consist of four (4) components. <br />3754 a. An overall tree inventory including the following information: <br />3755 i. Location, diameter, unique identifier, and species of all trees on the site; <br />3756 ii. Location, diameter, unique identifier, and species of all adjacent significant trees on <br />3757 adjacent property whose typical root protection zone extends on to the subject property. <br />3758 iii. Trees on the subject property shall be tagged and numbered with the unique identifier <br />3759 assigned to the tree as part of the overall tree inventory. <br />3760 b. A disturbance plan showing the overall tree inventory in relation to the following and <br />3761 including: <br />3762 i. Identification of which inventoried trees are: <br />Page 24 of 89 <br />
