Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: September 26, 2023 ITEM: 8.a. <br />ITEM DESCRIPTION: Bench Ordinance <br />Background <br />The City of Roseville has an existing bench ordinance (Attachment 1) that regulates benches in City right-of- <br />way. There are currently 51 benches that are installed by one company that are permitted (Attachment 2). <br />The ordinance was last updated in 2008. After looking at other City ordinances and consulting with our <br />attorney, the current ordinance could use some updates to be clearer on some items and to add some <br />additional language. Attached are three other cities' ordinances regulating courtesy benches (Attachments 3 <br />through 5). <br />Below are some items in the ordinance that staff would like feedback on before a new ordinance is drafted. <br />• Change from a permit to a license? <br />• Should a 2-year license be allowed? <br />• Change the name to courtesy bench? <br />• Should benches be limited to transit stops? (currently only allowed at transit stops) <br />• Should there be a maximum number of benches in the city? (currently no maximum) <br />• Should the distance between benches be regulated? (currently 500 feet) <br />• Should there be other regulations or changes? <br />The current fee for the permit for each bench is $50/year. This is very similar to most cities, so we would <br />recommend that this remain the same even if it changes to a license. <br />Recommendation <br />Receive report and provide feedback on potential ordinance changes. <br />Attachments <br />1.
