Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: October 24, 2023 ITEM: 8.a. <br />ITEM DESCRIPTION: Lead Free Roseville <br />Background <br />The Minnesota Department of Health is requiring all public water systems with over 10,000 services to <br />document what material the water service to the homes and businesses are made of. The goal is to identify <br />if the services are made of lead. The City of Roseville's water system was started in the mid-1960's, so there <br />are likely very few, if any, lead services that were installed. <br />To complete this task, the City will be taking a phased approach to get the information. The first step to <br />obtaining the information is sending a notice in the 4th quarter utility bills to all residents introducing the <br />program. In the handout, residents are encouraged to submit information about their water service. By <br />submitting the information, the City does not need to arrange an inspection to enter a resident's home and <br />this saves time and money, and is less disruptive to residents. The other option, if residents are <br />uncomfortable or cannot do the inspection themselves, is to arrange an inspection by the City. A City <br />inspector will go to a resident's house to do a quick inspection, which should only take a minute or two. <br />The City plans to do a second updated mailing in the first quarter of 2024 to get additional submittals <br />The third step the City will take will be individual outreach to residents. If the City does not hear from <br />residents by April of 2024, the City will reach out directly to residents by letters or door hangers to arrange <br />for an inspection or encouraging them to do a self -inspection. <br />The City needs to document 100% of the water services. As of October 19, 2023, 682 of the 10,812 services <br />have been properly documented. Zero of the 682 services documented to date have been lead services. <br />If lead is indicated to be found by residents, staff will do an inspection to confirm.
