He noted the City could put a bench <br />215 in a location but does not typically do that. <br />216 <br />217 Chair Ficek asked if the name should be changed to courtesy bench. <br />218 <br />219 The Commission was in favor of changing the name. <br />220 <br />221 Chair Ficek asked if the benches should be limited to transit stops. He thought in <br />222 light of how the Commission has talked about putting benches in other places and <br />223 having it more walkable, he was in favor of opening this up to allow for more <br />224 benches. <br />225 <br />226 Mr. Freihammer indicated if there is support for benches to be in other places, the <br />227 City would make sure that the benches are placed in the rights -of -way and look at <br />228 the technical aspects of the placement. <br />229 \ <br />230 The Commission discussed possible placement of benches and where current <br />231 benches are placed, including transit stops. <br />232 <br />233 10. CEE Program Update <br />234 Public Works Director Jesse Freihammer explained at the July Joint <br />235 Council/PWETC meeting, it was discussed whether or not a revolving loan fund <br />236 should be established that private property owners could utilize to make repairs to <br />237 their water and sewer services. The Council mentioned that there are existing <br />238 programs set up through Community Development. Staff discussed the programs <br />239 with Community Development staff and learned there are various programs <br />240 administered by the Center for Energy and Environment (CEE). CEE offers 5 <br />241 specific programs just to Roseville residents and also offer other programs that <br />242 apply to the whole county or state as well. <br />243 <br />244 Mr. Freihammer reviewed the three programs, Roseville Home Improvement Loan, <br />245 Roseville Senior Deferred Loan and Roseville Emergency Deferred Loan for <br />246 Roseville residents only that could be used for private water and sewer repairs. <br />247 <br />248 Chair Ficek thought the CEE website was pretty good with all of the different loans <br />249 and requirements listed. He encouraged people to go to the website and take a look <br />250 at it. <br />251 <br />252 Member Mueller indicated CEE is great to work with. She noted she had done two <br />253 loans over the last few years with them. <br />254 <br />255 11.
