EXTRACT OF MINUTES OF MEETING <br /> OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br /> of Roseville, County of Ramsey, Minnesota, was duly held on the 4th day of December, <br /> 2023, at 6:00 p.m. <br /> The following members were present: Strahan, Etten, Schroeder, Groff, and Roe, and the <br /> following were absent: None. <br /> Councilmember Strahan introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 12044 <br /> APPROVAL OF GRANT AGREEMENT BETWEEN METROPOLITAN <br /> COUNCIL AND THE CITY OF ROSEVILLE FOR 2024 PRIVATE PROPERTY <br /> INFLOW AND INFILTRATION GRANT PROGRAM <br /> BE IT RESOLVED by the City Council of the City of Roseville, as follows: <br /> WHEREAS, the Metropolitan Council Environmental Services (MCES)has identified the <br /> City of Roseville as one of many metro cities having excessive quantities of stormwater <br /> and groundwater entering the public sanitary sewer system,commonly referred to as Inflow <br /> and Infiltration(UI); and <br /> WHEREAS,reducing I/I will remove and prevent clear water from entering the waterwater <br /> treatment system; and <br /> WHEREAS, private sanitary services are the largest source of UI, but receive the least <br /> mitigation; and <br /> WHEREAS, the 2022 Minnesota State Legislature amended statute 471.342 to allow <br /> Metropolitan Council Environmental Services (MCES) to provide grant funding to local <br /> municipalities to assist private property owners with costs associated with repairing sewer <br /> infrastructure on their property; and <br /> WHEREAS, 2024 Private Property Inflow and Infiltration Grant Program provides $1.5 <br /> million in wastewater revenue to local municipalities to establish a program for providing <br /> grants to private property owners to help with I/I repairs; and <br /> WHEREAS, the City of Roseville is willing to faithfully administer all terms of the grant <br /> for the benefit of its property owners. <br />
