Attachment 1 <br />Background <br />•In 2022, products containing THC entered the Minnesota marketplace after <br />amendment to Minn. Stat. 151.72. These products contain .3 percent or less <br />THC derived from hemp and are edibles/gummies/beverages and external <br />application products (“151 Hemp Products”). <br />•In 2023, the Minnesota Legislature passed the Cannabis Act which provides <br />for a framework for adult-use cannabis and regulates some hemp products as <br />well. The Cannabis Act was effective July 1, 2023 (certain provisions were <br />delayed for various periods of time), and the state will begin establishing <br />regulations, but it is unclear when licenses will be issued. <br />Qbhf!224!pg!377 <br /> <br />
