City of
4SE LLL
Minnesota,USA
Regular City Council Meeting Minutes
City Hall Council Chambers, 2660 Civic Center Drive
Monday, November 27, 2023
1. Roll Call
Mayor Roe called the meeting to order at approximately 6:00 p.m. Voting and Seating
Order: Etten, Groff, Strahan, Schroeder, and Roe. City Manager Patrick Trudgeon and
City Attorney Rachel Tierney were also present.
2. Pledge of Allegiance
3. Approve Agenda
Schroeder moved, Strahan seconded, approval of the agenda as presented.
Roll Call
Ayes: Etten, Groff, Strahan, Schroeder, and Roe.
Nays: None.
4. Public Comment
Mayor Roe called for public comment by members of the audience on any non-agenda
items.
Mr. Roger Hess,Jr,Wagener Place, asked if a tenant at a strip mall owned by the City does
not pay their utility bill and it is sent to Ramsey County to be put onto the property taxes,
does the City then end up actually paying the water bill or is there some other procedure
for that.
Mayor Roe indicated the Council will follow up on that during other business items.
Ms. Carin Zytkovicz, 1160 Josephine Road, indicated the Council may be aware that they
were subjected to an extensive gas line replacement project in their neighborhood this fall
and needless to say, that has not gone well up until this point. She reviewed the timeline
from the time Xcel Energy spray painted their brick and granite steps. She indicated there
is also concern about how the neighborhood yards have been left. She noted she has
contacted Xcel Energy as well as Roseville's Public Works Director Jesse Freihammer.
She indicated she did not know who followed up with that but a few days later a water
truck showed up and watered the dirt and sprayed a green seed mixture. While this sounds
like a nice response to what they have had to deal with, now their driveway and two
vehicles that were parked in the driveway are full of green seed spray as well. As of late,
they have reached out to Xcel Energy again but have not been able to reach anyone until
today and it really is a moot point at this time regarding the paint on their steps. She thought
there was a lot of run around going on. She thought this was disappointing how this has
been handled. She hoped someone in the City could follow up on this and make their yards
