Regular City Council Meeting <br /> Monday,November 27, 2023 <br /> Page 9 <br /> Mr. Diskerud indicated they did not have the information for the Council, but the <br /> organization is Roseville Area so anybody within the Roseville Area School <br /> District can be in the organization. <br /> Ms. Hopeman believed off the top of her head that there are eleven families out of <br /> the thirty that live in Roseville. <br /> Councilmember Strahan asked how the financing is determined for who receives <br /> financial aid. <br /> Mr. Diskerud explained there is a list of questions asked and one of the questions <br /> is how much funding is needed. He believed this year everyone was given what <br /> they asked for. <br /> Ms. Hopeman indicated the organization does not ask for any documentation of <br /> income levels or financial need, it is the applicant's merit and honor. <br /> Councilmember Strahan explained that there was some interested party, another <br /> organization, in Roseville that is seeking this organization out and she wondered if <br /> the organization was able to be shared with the City. <br /> Ms. Diskerud indicated it is Buffalo Wild Wings who has started to reach out to all <br /> of the youth hockey associations where the business is located. <br /> Councilmember Strahan explained in looking at the RAYA organization's IRS <br /> Form 990, it looks like ice rental is one of the biggest expenses along with <br /> depreciation and she wondered what items the organization owns that is <br /> contributing to depreciation expense. <br /> Mr. Diskerud explained the organization owns the bingo hall building, which is <br /> what is depreciated. He reviewed with the Council some of their expenses incurred <br /> in 2022. <br /> Mayor Roe explained how the ordinance change process works to the <br /> representatives of the organization. He explained the Council appreciated the <br /> organization request and noted the Council will discuss this further. <br /> Mayor Roe asked if the Council would like staff to bring forward some potential <br /> changes to the ordinance. <br /> Councilmember Etten explained he would be interested in possible changes but the <br /> reason why these rules were put in place years ago was to make sure that no single <br /> organization dominated the situation. He thought this organization was doing good <br /> things and they are the only group other than the primary owners of some <br /> establishments that are doing this.
