Regular City Council Meeting <br /> Monday,November 27, 2023 <br /> Page 13 <br /> Mayor Roe added when he first approached the final report, he wondered what the <br /> Outcomes portion would be but he actually felt good about it because the City can <br /> take that information and develop some measurable outcomes that can be applied <br /> towards what the City is doing. The other thing he agrees with is to continue <br /> developing the relationships that have begun through this. He thanked everyone <br /> for all the work done and the community for being a part of this. He agreed with <br /> the community advisory group continuing to be perhaps a sounding board <br /> throughout the rest of the stages of process. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment with no one coming <br /> forward. <br /> f. Ordinance Amendment to Title 8, Water and Sewer Rates and Collection of <br /> Charges <br /> Finance Director Michelle Pietrick briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated November 27, 2023. <br /> Mayor Roe asked if the interest starts accruing until the point when the County <br /> collects and then the County collects the amount plus whatever interest has accrued <br /> at that rate over the entire time or how would that work. <br /> Ms. Pietrick explained the County has the system set up to handle that. The City <br /> would not be putting it into place with tonight's delinquencies; it would be put in <br /> force starting with the 2024 delinquencies. She indicated the interest would accrue <br /> only for the one year because at the end of the year, the past due accounts are put <br /> on the property tax rolls. <br /> Councilmember Strahan asked how often the accounts are paid within that year. <br /> She wondered if people are generally catching up within that year or is there a <br /> reason to continue that assessment beyond a year or is that possible. <br /> Ms. Pietrick explained generally speaking most cities only do that as a one-year <br /> assessment. The only assessments that she is aware of that go beyond one year are <br /> street related. <br /> Councilmember Schroeder indicated she did like the idea of compounding interest <br /> so people will pay off their fees quickly. <br /> Public Comment <br /> Mayor Roe offered an opportunity for public comment with no one coming <br /> forward. <br />
