Regular City Council Meeting <br /> Monday,November 27, 2023 <br /> Page 14 <br /> Groff moved, Schroeder seconded, enactment of Ordinance No. 1646 entitled, "An <br /> Ordinance Amending Title 8, Section 801.11 Water Rates and Collection of <br /> Charges." And enactment of Ordinance No. 1648 entitled, "An Ordinance <br /> Amending Title 8, Section 802.12 Rates and Charges Relating to Sewer Rates and <br /> Charges." <br /> Council Discussion <br /> Councilmember Groff stated he noticed that when the Council receives the <br /> delinquency report,there is repetition of people appearing on multiple reports over <br /> time and he hoped this would be an incentive for people to pay on time. <br /> Mayor Roe noted that he understood that people can face difficulties in their <br /> finances, and that the City was not unsympathetic to those cases -in fact providing <br /> for some relief up to a point-but that the City needed to maintain tools to encourage <br /> payment and also to recover costs, which is why he supports this ordinance. <br /> Roll Call <br /> Ayes: Schroeder, Strahan, Etten, Groff, and Roe. <br /> Nays: None <br /> Strahan moved, Etten seconded, authorization of the publication of Ordinance <br /> Summary No. 1647 entitled, "Approving Publication of an Ordinance Summary of <br /> the Amendment to Title 8, Section 801.11 of the Roseville City Code in Order to <br /> Amend the Water Rates and Collection of Charges." And enactment of Ordinance <br /> Summary No. 1649 entitled, "Approving Publication of an Ordinance Summary of <br /> the Amendment to Title 8, Section 802.12 of the Roseville City Code in Order to <br /> Amend the Sewer Rates and Charges." <br /> Roll Call(2/3 Majority Required) <br /> Ayes: Schroeder, Strahan, Etten, Groff, and Roe. <br /> Nays: None <br /> g. Discussion on City Commissions Scope, Duties and Functions <br /> Councilmember Etten briefly highlighted this item as detailed in the Request for <br /> Council Action and related attachments dated November 27, 2023. <br /> Councilmember Strahan appreciated that Councilmember Etten took this item on. <br /> She thought if the Council had similar Commission wording to review, it would <br /> help to make decisions easier. She also thought this was good for everyone involved <br /> and a fabulous start. <br /> Councilmember Schroeder agreed that the formats all need to be the same. She <br /> thought the Finance Commission might be more involved with the other <br />
