Regular City Council Meeting <br /> Monday,November 27, 2023 <br /> Page 15 <br /> commission to help them work on things and find out how financially it affects the <br /> City and other things. When Councilmember Etten talked about getting people <br /> together from other commissions to talk about things like sustainability,he actually <br /> thought the idea of possibly having all of the chairs or some groups getting together <br /> to talk about different things that could work together with the commissions. He <br /> was a little disappointed that some commissions did so little, and did think that <br /> there could be some cross commission work. He thought there needed to be some <br /> discussion at a future meeting and maybe the Council needed to decide what they <br /> wanted the commissions to actually do. <br /> Councilmember Groff indicated he was very impressed that this got started by <br /> Councilmember Etten. He likes what he has heard. He indicated he would want <br /> more input on the number of commission meetings, especially if the commission <br /> scope is changed, along with the number of members on each commission. <br /> Mayor Roe indicated the HRIEC suggests the most substantial changes to their <br /> Code so he thought it would make sense to have a joint discussion between the <br /> Council and members of the HRIEC at a work session to talk through that. He <br /> thought also, in that same conversation for any commission, where the Council is <br /> talking about changing membership numbers or number of meetings and the <br /> commission did not weigh in on that at all,he would want to make sure the Council <br /> has the ability to have that conversation with that commission. Specifically, to the <br /> HRIEC, he is very worried because the meeting is the only place where they can <br /> really do their business,just like the Council meetings. He noted if the City limits <br /> that opportunity, then the commission may not be able to do as much business and <br /> the Council needs to understand that. He thought the Commission needed to be <br /> able to weigh in on that. He was wondering about the idea of forming a working <br /> group that periodically meets that is more informal among the chairs and vice- <br /> chairs of each commission and they can set their own agenda and be informal in <br /> order to give the Council some insight into environmental issues or things like that. <br /> Councilmember Etten and Councilmember Schroeder agreed to work as a <br /> subcommittee to work on this item. <br /> 8. Council Direction on Councilmember Initiated Agenda Items <br /> 9. Approve Minutes <br /> Comments and corrections to draft minutes had been submitted by the City Council prior <br /> to tonight's meeting and those revisions were incorporated into the draft presented in the <br /> Council packet. <br /> a.
