Regular City Council Meeting <br /> Monday,November 27, 2023 <br /> Page 3 <br /> City Manager and City Manager over two years or something so that their <br /> percentage increase is not greater than the people working for them. <br /> Mr. Vaughn Klingenberg,975 County Road C2 W. <br /> Mr. Klingerbeng explained his property valuation went up forty thousand dollars. <br /> He indicated his questions were similar to the gentlemen before him. He wondered <br /> how the City can justify a nine percent increase in his property valuation when the <br /> inflation rate is less than three percent. He explained as far as the Roseville budget, <br /> his property tax went from fourteen hundred dollars to sixteen hundred dollars at <br /> twelve and a half percent increase and again he was wondering why it went up so <br /> much when the inflation rate is only three percent. <br /> With no one else requesting to speak, Mayor Roe closed the public hearing at <br /> approximately 6:43 p.m. <br /> Council Discussion <br /> Mayor Roe explained regarding the property values and what Ramsey County does <br /> in terms of how much the County changes an individual property value; that does <br /> not necessarily relate to the inflation rate. The inflation rate is a Federal <br /> Government calculation based on a market basket of goods. He noted housing is a <br /> factor in it but can also exclude housing as well. Regardless of that he did not think <br /> there was any question that as people have looked at the marketplace, both for <br /> rental, as well as for the cost of purchasing a home, general trend has been fairly <br /> significantly upwards. That is why there is not a direct correlation between <br /> property value changes, especially individual property, and what the generalized <br /> inflation rate is. <br /> Ms. Pietrick recapped that the County assessor establishes the assessed valuation <br /> for every single property. She reviewed how the assessor comes up with the <br /> property values. <br /> Mayor Roe explained regarding the snow plowing,that he did not believe anything <br /> has been added into the budget for being able to operate over a twenty-four-hour <br /> period rather than have the shift operations. He indicated regarding claims,the City <br /> is insured through the League of Minnesota Cities Insurance Trust which would <br /> handle claims,but the City may be self-insured for some things. <br /> Ms. Pietrick explained this is a question that has come up before and what the City <br /> budgets for is for average insurance costs. The City does have a risk management <br /> fund where all claims are accounted for. The City budget is an average for those <br /> claims whether it be work compensation, property and liability, those insurance <br /> charges are within every department budget. The funding comes from the <br /> departments into the risk fund where the claims are paid out. <br />
