Regular City Council Meeting
Monday,December 4, 2023
Page 12
but she did not think it would apply to short-term rentals. If it did,she cannot believe
she has not heard that as almost every city has some sort of license, and many are
not requiring background checks.
Mayor Roe thought there was some consensus to doing the rental log along with
the lodging tax. He thanked staff for all of their work and thought staff had enough
information to bring this back at a future meeting for consideration.
g. Discuss Roseville's 2024 Legislative Priorities
City Manager Patrick Trudgeon briefly highlighted this item as detailed in the
Request for Council Action and related attachments dated December 4, 2023.
Mayor Roe noted all of the approved items could be removed. He thought the City
wanted to continue to request bonding funds for the OVAL and ask for additional
funding to address the Emerald Ash Borer. He asked if the Council wanted to
continue to ask for support for the local businesses tap room/cocktail room and the
statewide licensing of massage therapists.
The Council concurred with Mayor Roe on keeping the high priority items that have
not been approved or need further funding on the list of 2024 Legislative Priorities.
Mayor Roe indicated on the next tier, as was noted, on the open meeting there is
still a ways to go so maybe the City should refine the language.
Mr. Trudgeon indicated staff could look at the language and bring it back.
Mayor Roe thought the deputy registrar funding item could remain for potential
additional funding and asked the Council if this should remain or be removed.
Mr. Trudgeon indicated this is something that the City has been asking for many
years and the association did receive a boost in financing so he thought the mission
was accomplished and it could be removed.
Mayor Roe thought Mental Health funding for Voluntary Engagement was
important and the City should continue to request this. He noted the Legislature did
approve resources for Mental Health Services for Public Safety.
Mr. Trudgeon indicated that was funding for crisis intervention teams, is in a short
period, and may have to be reviewed again. He thought that was something staff
could reword a little bit to request continued funding.
Mayor Roe asked if the Council would like to keep the affordable housing funding
on the list.He indicated he was hesitant to continue to ask for more when there was
so much additional funding.
