Consider Request to Amend City Code Chapter 304:Lawful Gambling <br /> City Manager Patrick Trudgeon briefly highlighted this item as detailed in the <br /> Request for Council Action and related attachments dated January 8, 2024. <br /> Mayor Roe stated in the more extensive changes,he noted that a lot of updates were <br /> made to the language to not say "licenses in the City" but to say, "premises <br /> permits". For clarification purposes, the Council is talking about premises permits <br /> which is what the City has control over, and this is not saying that the proposal in <br /> the more extensive ordinance is to eliminate the cap of twelve entities that could <br /> have premises permits. Rather, it deals with the limit on the number of premises <br /> that any one organization can have charitable gambling at in the City of Roseville, <br /> of those twelve. <br /> Mr. Trudgeon indicated that was correct. <br /> Councilmember Strahan asked for clarification on the premises. <br /> Mayor Roe explained that as it is set up, there are two things happening with this <br /> regulation. One is the number of places that can have a permit to do charitable <br /> gambling and the City also has a limit on the number of places at which one <br /> organization can be associated with for charitable gambling. A premise permit is <br /> the first one, which has a cap of twelve, and the organizational limit is the second <br /> one. <br /> Mayor Roe asked the representative of the Roseville Area Youth Hockey if there is <br /> anything about the proposed language that concerns them. <br /> The president of the Roseville Area Youth Hockey Association indicated there was <br /> nothing that would concern them regarding the proposed language. <br /> Councilmember Schroeder indicated she liked the fifty percent piece and thought <br /> it made sense because then no matter the number the City allows going up or down, <br /> that automatically takes care of that piece as well. <br /> Mayor Roe thought one of the benefits as well is that it does not require the Council <br /> to amend the ordinance every time the City wants to change the number. <br /> Councilmember Groff concurred. <br />
