It had, firstr been join�ly agreed upon by the Village <br />and by Northern States Power Company, tha� I act as arbitratar. <br />This was in connection with the cons�ruction af a new 345 kv trans- <br />, ;;.<:' <br />missior� lin� thru the Vil�age by N.S.P.. <br />The Village of Roseville, by resolution (Para. 5) required <br />that a survey of existing radio broadcast ancl television broad- <br />cast signals, wi�liin 300 feet either sid� of the re�ute of this new <br />345 kv transmission iine,be taken. That the arbitrator chosen must <br />be a consulting engineer wi.th recognized competency in this field. <br />� The arbi.trator will personally inspect and determine in a manner <br />satisfactory to him, the present quality of radio broadcast and , <br />television brQadcast signal reception in the buildings within the <br />area covered within 300 fee:t of the rou�e of said line. The <br />u <br />"before" �urvey was to }�e ntade prior to any construcion by N.S.P. <br />on said line. <br />It is noted that said resolution speci�fied that a representat- <br />ive of N.S.P. and the Village may accompany the arbitratc�r. Mr. <br />David Metz,an Electrical Engineer wi.th N.S.P., was the company <br />representative. Mr. Larry Tschida, and employee in the Puhlic Works <br />Department, was t.he Village representative. Thes� two gent.lemen <br />accompany�d the writer c�n all inspections. <br />The Village resolution als� stated that if, after resonahle <br />efforts the abritrator was unable to obtain access to any home, his <br />inspection of such home was deemed ct�mple�e. <br />d <br />At least two visits, <br />
