Through inadvertence, I neglected to request that this fence be constructed in two stages. The first sta�e was to be the fencing of the above ground growing ranoe as indi�ated on tne site plan. The second stage was to be the fencing of the remainder of the parcel. It will take several years to fully develop the in ground growing range. As a consequence there is no need to fence that area during the first year of operation. My primaxy concern at the present tlme is security for the above grouna nursery stock which was subject to some vandalism during the 1g74 season. In addit:ton, a two stage fencing program will allow ou.r company to make this substantial capital outlay in a manner more in line with the current economic situation. My present plan is to fence the above range in 1975 and th� inground growing range in the City Council will see this two step approach variation that will not prejudice my chances of Special Use Permit for 295 Larpenteur.
