At previous meetings with the Planning Commission and the Highway Depart- <br />ment we have reviewed various proposals for the handling of Snelling /�venue <br />frorr. Cour�ty Road C to Hamline Avenue. In the past, suggestions have in- <br />cluded interchanges afi County Road C-2 at its present alignment, possibilities <br />for interchange at C-2 somewhat south of its present afignment, and other <br />proposals suggesting no interchange at C-2 but an overpass at County Road <br />C-2 nr Lydia Avenue. At the lasfi meeting when the plans were reviewed <br />overlays prepared by the village ' indicated various possibil ities for interchange <br />movements approximately central between the proposed interchanges at <br />County Road C and Hamline Avenue. Following review of those plans,the <br />Commission requested that we meet with the Highway Department i-o consider the <br />merits of an interchange verses the possibif ity of having only an overpass <br />between County Road C and Haml ine Avenue. <br />2. This week your village engineer and planner met with representatives of the <br />Highway Department to review these questions. It appears that the developmenfi <br />of an interchange can most readily be accompl ished dt Lydia Avenue. However, <br />the interchange will,of course,be very close to Hamline Avenue to the north. <br />With some justification, there is considerable reluctance on the part of the <br />Metropolitan Council (and the Highway Department) to construcfi interchanges <br />at a half • ile interval as would be the case here. (n the overall, the deleterious <br />eFfects ot ;�ighway traffic to the residential areas involved is minimal if we <br />simply have a straight forward service road system connecting interchanges at <br />County Road C and Haml ine Avenue. Th is creates a difference of sl ightly over <br />a mile between the interchanges with a motel approximately half way between. <br />Considering the implications and problems involved in constructing any iriterchange_ <br />between County Road C and Hamline, there appears considerable merit in uti�izing <br />the simpler� solution with merely an overpass at Lydia. The larger scale drawings <br />and overlays will be available at the meetingto further discuss the merits of this <br />proposal . <br />
