We are aware that both shopping center developers are discussing <br />arrangements with the Williams Pipeline Company as to the extent to which <br />berms and landscaping can be placed on the Williams Company pipeline <br />easement. These plans have not been finalized, and are an important <br />element in providing an appropriate transition from both shopping center <br />developments to the contiguous residential properties to the north. Thus, <br />it will be important to reserve ultimate approval of these landscape <br />plans, which the Planning Commission and Council may wish to condition <br />based upon ultimate resolution of the Williams Pipeline Company and <br />liaison with the contiguous residential property owners. <br />10. Following further consultation with the development's architects, we will <br />determine specific numbers and the extent of the variance request with <br />respect to the parking. With a center of this scale, we are not <br />particularly concerned with a small reduction of parking capacity. Recent <br />national studies indicate a move toward a reduction in parking <br />requirements for regional centers to 4.5 spaces per 1,000 square feet of <br />gross leasable as compared with the current Roseville requirement of 5.0 <br />spaces per 1,000. <br />
