The site is currently operating as <br />a "Rapid Oil Change" to which the owner <br />proposes to add an addition.of 15 <br />feet by 28 feet on the north side of <br />the <br />existing structure. <br />2. The shortest frontage of a, corner <br />lot is legally the front, and the <br />lot <br />line opposite the front is the <br />rear. The rear yard requirement is 20 <br />feet, and the applicant proposes <br />to construct the building within 18 <br />feet <br />of the north line. Thus, there is a two foot variance involved with <br />this <br />proposed addition. <br />3. Rather than explain the development further, we refer you to a lengthy <br />attached statement prepared by the applicant's architect, BRW. This <br />statement amply explains the entire development, and the reasoning behind <br />it. <br />4. It is noteworthy that they intend to construct new concrete curbing to <br />conform fully with the curbing requirements. Additional landscaping will <br />be added as well. <br />We note that the curbing to the asphalt area is 16 feet from the existing <br />right-of-way of Lexington Avenue. Perhaps a slight reduction in the <br />required dedication would allow this curbing to remain at 16 feet. <br />5. Obviously, this is a very minor variance and the development proposal <br />would appear to substantially enhance the useability and the appearance of <br />he site. The engineering staff comments that "16.5 feet of additional <br />right-of-way is needed along Lexington Avenue per City policy and Ramsey <br />County's Street Master Plan. All plantings, flag poles, and curbing <br />should be constructed or relocated outside of the new public <br />right-of-way." The engineering staff also suggests that the drainage <br />solution be subject to staff review due principally to the lack of detail <br />regarding the handling of the drainage at the southwest corner. <br />
