D.Jrin;)' all other
tiJre periods, the mise levels shoold be less than those irrlicated in this
analysis. However, sin::e the prcp:sed hotel will generate traffic durirg
the 6-7 A.M. period, the mise iIIpacts at all of the receptors duri.rg that
pericxi were analyze:i. As shown in Table 5,' the MPCA noise starrlards are
JlX)re strirgent for residential lard uses durirY:J the tiJre pericxi fram 10 P.M.
to 7 A.M. with the 6-7 A.M. pericxi beiJ'g the met critical.

In the follC7to1in; evaluation of noise inpacts, ~isons will be made on a
receptor by receptor basis between the pra:ticted 1995 "pretl am "}X)St"
developnent noise levels for the tine periOOs analyzErl. COmparisons will
also be made with the awlicable MICA noise starrlards.

Evaluation of Boise IIIpacts

'!he prcp:sed Centre Pointe Business Park is located in an area of intense
t.ruckirY:llwarehcusirg activity. Sane of the IOCIre ooise sensitive receptors
in the area in::1u:le residential land uses located east of Clevelarrl Avenue
and south of County Road D. At
approximately 200 feet east of the oo:rtbl:x:mrl lanes of I-35W, IIDnitored am.
predicted exist:i.rg P.M. peak haIr noise levels are 69 dBA or higher on the
L(10) level and 65 dBA or higher 00 the L(50) level. 'lhese noise levels are
in excess of the MPCA daytiDe starrlards. Predicted 1995 noise levels for
b::1th the P.M. peak hour and 6-7 A.M. periods will also be in excess of the
MPCA stan::lards. However, the ooise irx::reases fran pre- to post-developnent
will be a negligible 0.1 dBA for the 6-7 A.M. pe.ricxi. No increase is
anticipated for the P.M. peak haIr.

'!he future exterior nighttime noise levels are rot of sufficient magnitude
to affect the interior mise levels of bJildi.rgs constrocted with tcx:1ay's
state-of-the-art t.eclmiques. Typical ma.terials used in construction of
builcti.rgs suc:tl as the prqx:sed hotel will reduce interior noise levels by
20-25 dBA if designed with sealed windows and central lNAC systems.
'n1erefore, the resultirg interior noise level for ne\ot1 construction of the
type mentioned above shoold be below the rerognizaj nighttime sta.rrlard for
sleep:i.rg quarters of 45 dBA.

18
