OUTLINE OF STAFF FINDINGS ON CENTRE PONTE BUSINESS PARK <br />INTRODUCTION <br />The Environmental Assessment Worksheet (EAW) has been prepared for the Centre <br />Ponte Business Park with the City of Roseville being the responsible governing <br />unit (RGU) to deal with this proposed project. Due to the magnitude of the <br />buildings, parking facilities, and sanitary sewage in this project, the <br />Environmental Assessment Worksheet (EAW) is required. The decision, therefore, <br />needs to be reached as to whether an environmental impact statement (EIS) <br />should be ordered. The standard for the decision is "Does the project have the <br />potential for significant environmental affects?" This staff generated outline <br />of findings and conclusions is being prepared to assist the council in making <br />its decision as well as to maintain a record to support the ultimate decision. <br />FINDINGS OF FACT <br />I. Project and Site Description <br />This project identified as Centre Ponte Business Park is a planned business <br />development consisting of WOO square feet of office and garden office/service <br />uses. Office uses include a three story, 809000 square foot, brick and glass <br />facility on the northern portion of the project site adjacent to County Road D. <br />It also contains a eight story, 61,700 square foot, glass curtained, and brick <br />facility on the extreme south end of the project site overlooking the Minnesota <br />Department of Transportation ponding area adjacent to the I-35W exit. The <br />remainder of the site consists of several 20 to 50 thousand square foot, one <br />story garden office service facilities plus a drive through bank. These latter <br />described one story structures total 405,380 square feet. It is currently <br />expected that approximately 75% of the structure will be utilized as office <br />space, and the remaining 25% as service use. <br />The project site is generally described as being east of I -35W, south cf County <br />Road D, west of Cleveland Avenue, and north of the Minnesota Department of <br />Transportation pond adjacent to the I-35W off -ramp at Cleveland Avenue. The <br />project contains 56.4 acres. <br />The project is planned to be built in phases over a five to six year period. <br />The first phase is anticipated to commence in the spring of 1986 via the <br />construction of the three story, 80,000 square foot office building at the <br />north end of the project as well as one or two garden office/service facilities. <br />Also included in the first phase of construction is the entire site preparation <br />work including the removal of existing structures, extensive grading, an <br />internal public roadway, the installation of berming and perimeter landscaping, <br />and utility work.. <br />II. Type, Extent, and Reversibility of Environmental Effects <br />A. To o raphy, Soils,. and Geology. The soils are generally of the <br />Zimmerman -Urban Land -Rifle Group zone as identified by the Ramsey County <br />CSC General Soil Map. Zimmerman soils are characterized by rapid <br />permeability, low available water capacity, low natural fertility, <br />rapid service run-off, and easy erodibility.
